That looks like a moire effect which I think is normal
What resolution are you running at?
Aliasing artifact
You can:
- add AA to MC via a shader or the mod QDAA
- reduce the quality preset
- set the noise texture falloff distance closer
The first 2 will be the most effective
This is not DH bug, but vanilla limitation

I know that on NVIDIA GPUs, in control panel in advanced graphical settings you can set DSR scales,
they allow you to set the in game resolution above you monitor and then it downscales reducing flickering, aliasing and other resolution artifacts
