Spark Profiler
Spark can be used to see why your server or client is lagging.
Users can share a spark report via
/spark profiler start --timeout 300
which creates a report after 5 minutes. The spark report is useful in debugging why your server is lagging, so ideally you should always provide one while asking for support.

afaik observers only detect redstone through block updates, so if the blocks aren't updating, it doesn't perform constant checks like hoppers do. So as far as lag-causing redstone goes, I would say observers by themselves are low. Hoppers on the other hand or anything that moves around a large amount of items/entities can cause a bunch of lag.
facing observers into each other will constantly tick though, in a large enough array I would assume that would be problematic
