lower quality lods are bigger
a.k.a. highest quality lod is 2 by 2 in vanilla chunks
lower quality chunks are 4 by 4, 8 by 8 and so on
if any part of this huge square is not in the render cistance radius
it will not load
so increasing quality preset will make the lods smalles and allow them to load in

For other mods the stuff they do
Clientside mods only work on the client.
Serverside mods only work on servers. They won't work on the client if you're on multiplayer, as theres no server on the client.
They will work in singleplayer tho, as minecraft uses a integrated server on your client
