Oculus is an Iris Forge fork so not
But shaders are supported only in Oculus version 1.7 and up
and it is avaible only for MC 1.20.1 and up
there is an unofficial 1.16.5
Oculus + DH fork

Bringing Distant Horizons support to Oculus 1.4.7
IDK how well it works though
but should be better then what you have right now
so redownload that oculus then try
when i download bsl shaders from that link it redirects me to curseforge
now the shaders do not work at all
well it is the only teoretically shader supported version for 1.16.5 so if you won't be able to get it working you are left with legacy support
legacy suport is only on Optifine
and the LODs will stand up because they won't be properly shaded
I just remembered something!
vanilla shaders should also work
I would say it is 50/50 and you do not need either Oculus nor Iris nor Optifine
