You can contact the customer service through your Account settings of the game using the Customer Service option located at the bottom.

I think you don’t have to report it manually, if his account gets flagged then he should be banned. But to help that process you might report his profile if you have proof.
In conclusion it is always better to report such behaviour, else he might slip through the detection.

98% he did. He’s gifting himself skins with alt acc and popularity and I’ve known him for a long time
