Hello, can you help me have a VPN on railway that uses Venezuelan IP or create a vps also with Venezuelan IP, how do I do it, please help me!

railway currently doesn't have any locations over there.
are there any vps (cloud servers, don't confuse with vpn) providers in the country you want to proxy from? usually you can find them for ~5 bucks
