Not mvp
I did thoose kills without assists tho but still got no mvp although I did twice the damage as mvp.
Is it a bug or its connected to pubg's logic?

That happens when you get 103 points int he combat section of the rating. It can’t go higher than this. That’s the reason why he got mvp, he must have had more points in the other sections. Likely support.
Does level affects it?

No, not as far as I know. Only match performance counts.
