windows -> your casual windows server setup, a bit limited and the only good free dashboard is craftycontroller
linux -> more resources for your server, a bigger hassle to use but a bigger enviroment of dashboards
linux saves up more space for your server

What is your purpose for the server? If you’re planning to make a casual SMP type server for some friends, you may find Windows OS easier to navigate. If you have experience using Linux, that would be the highest recommended but you may very well confuse yourself if you jump into Linux headfirst.
Chassis looks sufficient, my only suggestion would be to possibly increase the RAM amount. Once again, however, this solely depends on what your planned usage is for this server.

if the main purpose for this new machine is for servers, u should learn linux and use linux for it. you can setup a panel like pterodactyl and it'll let u have pretty much full access to the server remotely via a webbrowser
if the main purpose of the new machine is for non server related things, and u also want to use it as a server on the side, then yeah, use windows. I would highly recommend the AMP panel (its a very very cheap 1 time payment) , and similarly access via a web browser
for learning linux, i would recommend getting a free vps from oracle cloud and playing around with it, there's a good guide on https://www.setup.md/guides/oracle-cloud you can follow to use oracle cloud and setting up a mc server with it

im gonna try the oracle cloud thing to test out mods for servers and to get familiar with linux
and once i get used to it and i have the pc built, ill install ubuntu onto the pc and start the server
in a tech server, big tech server, they suggested to get 64 gb of ram used, it cost the same as 32 gb new

You could manage it remotely or from the PC you’re hosting it on. Install a distro of linux (I just use Ubuntu) and setup SSH. From there, you should be able to SSH into the server and make changes remotely that way. Or just make the changes directly on the server itself.
It’s not recommended to do self-hosting unless it’s for a small group of friends or something.
I’ve run a maximum of 8-10 servers at once with 32gb, the JRE will utilize ram efficiently, especially on off hours so as long as you have the actual ram available that you have allocated, you’ll be fine
Obviously, self hosting would never be a good idea for larger scale servers but if OP just wants to create a server/servers for assorted purposes with what seems like would currently be a small to mid player base, self hosting will do fine, especially on a dedicated server. Granted, make sure there are protective measures in place for your home network if this is going to be a public server. I would also recommend stress testing the JRE on the host machine somehow just to see exactly how much it would be able to handle based on your needs.

Then grow the community in a more private fashion first
Setup a white list and grow the community by word of mouth
If it grows nicely and you gain some funding, buy a host and set it up fully publicly
If you want to run a public server
Then it definitely isn’t recommended to self host on your personal network
Use a free host, like Endelon, mcho.st or fps.ms
They are good free hosts (don’t use aternos or minehut) with good hardware and don’t shut down every 5 minutes
If you want to go the extra mile, which is much more technical, complicated, requires a credit card (it is free but it requires a credit card) you can get an Oracle Cloud free tier server with 4 ARM OCPU cores and 24GB ram with 200gb storage, but that is much harder

the last ~3 times ive done it, ive just had the form filled out, and every like 10min i just his submit, and usually get it in a couple of hours
its annoying ya, but its a pretty good vps considering how its literally free
obviously ur not gonna be able to host a 50player server, but if its something smaller for a friend group its quite perfect

that's a known bug
if it hasn't already been mentioned, pterodactyl is a good standard for the panel which is a very easy way to manage your servers. it operates in much the same way a host would without needing to pay. it has a solid setup guide and the ptero discord is very helpful in fixing almost any problems and answering questions you have.
