Syncing videos
Any thoughts about how to calibrate an in-game video recording speed with the frame rate being used in offline recording?
Seems wildly variable, and is unclear to me at the moment how it decides to mark the play start of the embedded video
Whether it's the frame active when saved, the frame of the video when the scene actually loads, etc

I'm afraid I don't really know much about this.
Just so I understand what you're asking - is it two separate questions:
1. Something about frame rates with live vs offline recordings?
2. Less clear on this. Start times for embedded videos?
Example:
Import a video
Record the scene in game
The imported video will play at the speed you see in the game preview, more or less. Whatever it's default recording is set at.
I'm pretty sure the video does not start at timestamp 00:00:00, but rather wherever it is when you hit record.
When you then render in offline mode (at least in unity), the video plays much faster. Maybe due to the change in framerate?
When running offline, it's loaded. I'm unclear whether the video is in "play mode" at the time of the recording or if it simply launches when recording begins.
(offtopic) same thing applies to motion paths, in terms of lack of clarity there. Here's an example of video (original 2k, in game) ..

As you can see the 4k video starts at a different spot and moves much more quickly
