Hello, @Slerpxes! It is related to your own personal preference, but we can guide you on the purpose of this option and what will happen if you keep this option enabled or disabled.
With Horizontal Swipe Acceleration enabled, the faster you swipe the screen horizontally, the faster the camera will pan. If the option is disabled, the panning speed of the camera is fixed regardless of how fast you swipe the screen.
You may try to join the training grounds and test this by having the option enabled and when it is disabled. You may me able to make a comparison when you enable the option and swipe the screen horizontally and when you disable the option and swipe the screen horizontally.
You should definitely disable it. That means the swiped distance on the screen matters not your swipe speed. Increase your sensitivity to a point where you can do a 180 turn with a full swipe of your finger. Or a bit less if you want to have more control.
After some practice you will notice that your movement and aim gets more accurate.
