Spaghetti? not sure why

The past few days my print quality has taken a nosedive, to this point. Used this filament before with no problems, printing at a slow speed with cooling and similar settings that I used before without issue. Any idea what’s wrong here? Does it look like it could be related to a nozzle clog? First layer sticks no problem (a little under extruded though), only after that is there issues. Before this white print I printed using a black filament (both PLA, same settings) which wasn’t as bad but still not great
