environments are linked together?

I've two environments, production and development. If I delete one service in development, it shouldn't affect the production, right? Well, I deleted a service in development and it deleted mine in production (got my service stuck due to the volume bug).

it's a bug that I reported to Ray. if your service fails a healthcheck with volume attached and you try to make another deployment, the new deployment is forever in the state of "deploying" it was supposed to be fixed last week, but railway's region got in the way

all new deployments would get stuck in that state even if you removed all unfinished deployments before making a new one?
