I have a clean slate world with custom terrain generation.

I am a world guard hater and GriefPrevention enjoyer although GP can be annoying to use, I still love it

The average player isn't supposed to have worldguard
It isn't designed to be for player claiming at all
Ur "supposed" to use both
Worldguard for admin zones and something like gp for player claims
But GP has admin claims too
And easy to expand as needed just click the corners

Okay so aside from core plugins, what about Top 5 content addition / revision plugins? Things that aren’t completely out of the range of “semi-vanilla” but really spices up those survival experiences.
Depends what type of server you’re running, economy, PvP, just classic survival, etc.
I mean do those gotta be split?
Kinda hard to recommend plugins outside of the typical necessities if we don’t know what you need

Well think about what you are offering players that join your server. If it’s exactly the same as every other SMP why would they stay?

For economy - vault and essentialsX are your industry standards

GriefPrevention has a siege feature but if you’re wanting to not allow people to make claims then you probably wouldn’t want it

Also if you want to get deeper into hunger you can look for FoodLevelChangeEvent, and set the food level of the event (FoodLevelChangeEvent#setFoodLevel(int))

Why over paper?
I’ve seen realistic seasons, realistic ambience & realistic survival and all those are beyond intriguing. But do they work in 1.20… 🤔
I’ve been using Paper, but recently found out about Purpur / Pufferfish / Pufferfish+. I’m at work rn but I’ll be looking into these for sure.
Paper has been great, but if there’s options for better optimization I’m all for it 👍
Purpur isn’t really more optimized, just lets u have full control of a LOT of settings that u don’t have with paper/pufferfish

From the standpoint of the OP, his server isnt super big and he is a returning server owner so I think the community support from Paper will be just right for him since it's the biggest community of them all with a lot of volunteer helpers. Puffer is really built for larger servers and OP may not really need those extra optimizations and wish to keep things Vanilla. I often make suggestion based on the need of the person asking and not giving out a blanklet answers as I dont believe that's best practice
pufferfish doesn't stand very far from paper - just a few more optimizations, most things the average user asks for help for is only related to paper
I believe Kevin put in a lot of works on his patches, I dont think saying it "isnt too far away from Paper" is giving him enough of credits but that's kinda not related to the topic here; however, my first point still stands as Paper has the largest community behind it for support.
If they want vanilla the shouldnt use Paper either then
For a technical server? yeah Fabric is the way to go but it looks like OP wants to use plugins as the title indicates so in that sense, Paper is the right choice.

Unless modded, I think for my RLcraft usecase Dynmap is the only thing that works back in 1.12.2
I use "works" quite liberally as I still haven't been able to get it functional but it's the thought that counts

Anything very out of date is the most likely answer but I don't know how far back plex and blue support
well according to bstats 75.6% bukkit/forks servers are on 1.19 or later

Welp Blue and plex gotta step up their marketing game because before joining this server I had no idea they existed or any of their features
well the only reason dynmap is known because it was known back in the day
theres nothing pl3x or blue to fix that
they cant go back in time
dynmap just needs to pack it up and stop updating
and focus on modded
or older versions
They can get plugin showcase youtubers I suppose
