Default PrusaSlicer RatRig Settings - Voron Cube - Quality Issues

After using SuperSlicer for a year I wanted to give PrusaSlicer a try. I installed PrusaSlicer, set the default Print, Filament, and Printer Settings. The only changes I made were to the custom gcode based on RatRig's docs (https://os.ratrig.com/docs/slicers/#prusaslicer). Based on my previous experience, this seems like a part cooling issue? Looking at fan speed, it's 30% for overhangs, and 0% for everything else. If that is the case, could someone help me to understand how to modify the Filament Coolings settings to get a better result? Also, maybe it's not part cooling? I'm certainly open to suggestions and I can reprint this cube however many times that is needed. Edit: I also forgot to mention that I'm running the 4028 fan. It seems that the spin-up time of this fan is kind of slow? Maybe I have something configured incorrectly. In SuperSlicer I had Cooling fan Kickstart duration set to 4 seconds. I found fan -> kick_start_time in Klipper, so I set that to 4 (seconds) and set SuperSlicer back to 0; it also seems that PrusaSlicer does not have this setting and because I'll be switching between slicers, I figured solving it in Klipper would be good. Here's my overrides for fan:

I'm also running the Mosquito Magnum hotend and the Tri Horn part cooling duct. The filament is in a dryer and has been running at 75C for days. TLDR: I think I need more part cooling, any tips on how to do this well in PrusaSlicer?
Slicer Configuration | RatOS
RatOS comes with STARTPRINT and ENDPRINT macros that you can call directly from your slicers. This way the printer knows how to start a print, and you can there easily switch between slicers without worrying if you changed anything in another slicer.

After staring at Layer time, Fan speed, and making changes to the Filament -> Cooling settings... and flipping back and forth between those three things, I eventually could see some Fan speeds that were doing what I was looking for; essentially some fan all the time, and higher fan speed for overhangs. I'd love to hear some more perspective on what others do in this scenario. I did a print and the cube looks a million times better.
