Best anti-xray
I am using ore-obfuscation or whatever it's called, and I have the paper anti-xray turned on at the same time.
I am going to be turning the paper anti-xray off so I can use ore obf, so there less lag, is there any alternatives that are way better? or any anti-xray plugins that can help me detect xrayers.

Honestly, I think prevention is the best method. Better to just stop all players from xraying then trying to detect them and letting some slip through or having to manually staff the servers. I personally just use the paper anti-xray in engine mode 2 because it is a simple and performance efficient way to do it. However, some people say engine mode 1 is better, but it allows for xraying of caves.
Although I think you can set it to hide air? Not sure about all the specifics.
engine mode 1 is less heavy on users especially bedrock players, and uses less cpu on the server
True, and you don't get the bug where people see ore and it then disappears if their connection is bad or the server lags

Then yeah, paper anti-xray set to engine mode 1 would be the least amount of lag while providing decent protection
Just make sure you config it right
I have plenty of ram
I am just using the one the spigot gives me on default
and setting the engine mode
Engine mode 3 performs betwee 1 and 2, uses (much) less bandwidth, and is fine for bedrock users

It is a more compressible randomization layout for blocks

much less network use
much less laggy for bedrock players
because of this, people with poor network conditions are negatively affected much less.
