How to address pillowing?

Hello everyone, I am currently trying to print a large part with a very low infill (3%) and I am getting (what I suspect) is an extreme case of pillowing. The top surface could actually be due to bridging (the bridges look fine, but the might just sag enough to cause something like that). Does anyone have any tips for me how to improve the print? Thanks 🙂
