Hobby plan is same as the previous plan?

These schemes are similar? Means extra amount will be charged after 5 dollars usage?

you spend 7$ in usage, you only pay 7$, since you have 5$ of usage included with the hobby plan

but, if u spend $3 in usage, u ned to pay $5 unless u have the fee waived
