Add a database tutorial not working?

How do I get to the plug ins page for a project? I created a project from an existing code repo, but I can't set up the postgres env https://blog.railway.app/p/expressjs-with-postgresql

at least write the instructions above or below so it's clear AWS documentation may be the other extreme but GIFs alone that super tiny and text is too small is also bad
