Environment settings don't load

I just get an infinite spinning wheel
Deployments also fail with an error "deploying to a changed environment"

thought it was transient but looks like it's genuinely broken
I think it's because the underlying branch was deleted?
How can I fix this?
Sorted by just deleting and recreating everything
