Rough print on RR Rapido horn

Hey folks. I just changed from a mosquito to a rapido and I'm still trying to dial this sucker in.. I'm trying to print the RR part cool horn for the rapid in PETG.. what would cause the rough print as seen in the photo? Any suggestions would be appreciated.

looks like under extrusion (not hot enough, too fast, too far away from print surface during that layer)

Thanks ptegler. I currently have extrusion multiplier at 1.075... print speed is pretty slow.. 45mm/s at most.. need is at 90 and hotend is at 245.. The first layer lays down just fine so I'm not sure what setting to adjust "too far".. any idea? I also noticed that it only seems to start that behavior when it starts to print the horns..

little hard to tel from the single pic.... looks like you can see a seperation space between inner and outer walls of the 'horn' edge (where you stopped the print. I'm wondering about your wall thickness, verses number of walls vs the model wall thickness combination of settings. The slice may be trying to make the walls way too thick or way too thin to make all your settings work.
