There's nothing wrong with that as long as everyone else involved is on board with it. I would start by talking to the person who posted the initial commission and make sure they don't have any problem with you also contributing.

How to close a completed commission post?
Add the Closed 🚫 tag.
And/or edit the original message to indicate this in the text.
If you didn't open it, ask the commissioner to change the tags, or you can ping a moderator.

Yeah, for sure. If you want to discuss your particular commission, that should be in separate post though
Yeah, that might be best to move to a different post. An example of a question that would be appropriate for this post would be something more general like "How much does it usually cost to have a character sheet module commissioned?". We're not super strict though

If a module has not been updated in a long time (like 18 months+), is it ok to post a commission for someone else to update it? Or is that considered rude?
I don't feel like that would be rude, if the module is in limbo (no official announcement of stopped support but no activity whatsoever) and its code is available, I think you should just go ahead. If you want to be especially mindful of the original author, you could try contacting them and asking if they have plans to continue support.

First check the license the module is distributed under (usually found on the Github/Gitlab page for the module). If there is no license, then the answer is simply no you can't ask someone else to update it without getting explicit permission from the original developer.
If there is a license, and that license allows others to use, extend, and redistribute the code then someone may update it as long as they adhere to the terms of the license.
That being said, some licenses have stipulations regarding commercial use of the original code. It might be permissible for someone to update it, but it might not be permissible for them to accept money for doing so.
I would generally recommend at least trying to contact the original creator one way or another, but if doing so is not possible the license will outline what you may/may not do with their code. But try to be respectful, and if the dev does come back it's generally nice to offer control of the module back to them along with creating a pull request so that they can incorporate the changes if they so wish.
I can't speak for everyone in terms of being "rude" but generally speaking is someone uses an open source license, they probably wanted this to be an option for others and will be okay with it. YMMV.
