Questions regarding pricing with PostgreSQL-database

I don't quite understand how pricing is supposed to work. On the website, it seems like there are "free 5€", but it also shows some stats for each plan, such as RAM, disk-space and hours of usage. How do these concepts fit together?

1. As the server is written in Rust and doesn't do anything complicated, it should be working efficiently.
2. I also don't expect more than a couple visitors a day.
3. I plan to use a PostgreSQL-database.

1. Since you’re using Rust, the estimate may be too high (you’ll likely use less)
2. You can host it for free, but only for 250 hours (read the above link to understand why)

If I understand correctly, the server doesn't pause itself and thus will only stay up for ~5 days.
How is additional time priced?
oh no, 5 days was for the example given, yours is different
the time limit is removed once you upgrade to dev plan

EDIT: Ah, it says "Dev" on top of "Usage"
So If I stay within the 5$-limit and get the dev-plan.... am I able to host my webserver + PostgreSQL for free?
