insane internet lag with good ping but upload rate goes to 0 half of the time

Insane lag on perfect internet
I have 12ms ping no packet loss no internet issues visible, but i lag like crazy, i can move and see people behind walls even but my character actually remains in place. I have noticed task manager says network is at 0% please help
