I've been trying to get that blue kecleon and I'm starting to think that it's shiny is still locked, is it still available right now or is it's shiny only available during events?

Is kecleon available shiny 24/7 or is it's shiny only available during events just like smeargle?
I've been hunting for kecleon for a long time and I'm starting to get concerned weather it's shiny still available or not
