Zaraz Trigger Not Outputting Country Code

I am using Zaraz to conditionally load a script in only the EU. For that, I created a match rule trigger where EU Country = 1. The tooltip says that a true value is one, and a false value is 0. The Zaraz script fires everywhere, including if I set the match to zero and set it as a blocking rule. I tired outputting the EU Country value directly, and the rsult appears to be nothing. Network / IP Geolocation is enabled. Thanks fro your help!
