python manage.py migrate

I am trying to find a way to run the command for my project on railway. I tried using railway run <cmd> after setting up cli but it was working on local directory. Can someone tell the way to run the command please

unable to upload postgres database

https://blog.railway.app/p/postgre-backup I have followed this blog and used pg_restore to upload the dump file of the database. Even after the execution of the command, railways database is empty. I am not aware of current changes in railways, previously it used to work, Can someone please tell me what to do? Thanks
