why isn’t my pc hotbar going away
If you open settings in valorant you can change your screen settings from "Windowed" to "Fullscreen". It won't affect any other apps except valorant

I have been facing the same situation as you for months already. What i usually do to make it work better:
1. After loading in the game i usually play 1-2 rounds Deathmatch, and even if the screen is gonna freeze in there you won't get any penalties. As soon as it is frozen i just restart the game and everything works as usual.
2. You could try to start valorant several times, usually it is getting faster at some point.
3. Sometimes I'm facing the issue of being stuck in a screen for a while right after a new update. Normally it is getting better after 1-2 days
