Agora SDK Live Stream

i wanna ask if Agora SDK in NuGet manager is an SDK i can use with C# or i have to use it with JavaScript only? and if it is able to use it in Web Api project or i do it alone in separate Js files using Node js and create it as an Api then implement both Web Api and Node with its Api into a MVC project
