Aklright - after much digging I think I got it. so I finally found this post on the manjaro forums about KDE https://forum.manjaro.org/t/hover-messes-up-icons/161780/15 Then initial solution posted was this 
cd ~/.config && for j in plasma*; do mv -- "$j" "${j%}.bak"; done && mv Trolltech.conf Trolltech.conf.bak && rm -rf ~/.cache/* && kbuildsycoca6 --noincremental && cd ~ && echo -e "\nFinished Clearing Plasma Settings and User Cache.\n\nPlease Reboot.\n"

but while that did reset my desktop/KDE environment, it did not work for me. Scrolling down, I tried the second to last solution, BUT NOT THE FINAL LINE - as that seems... dangerous... 
rm -rf ~/.cache/*
rm ~/.config/*
kbuildsycoca6 --noincremental
rm -rf ~/.cache/*
rm ~/.config/*
kbuildsycoca6 --noincremental
As well, I decided to manually go into my ~/.local/share and delete all kde/plasma folders. DO NOT RUN rm -rf ~/.* <- NOT THIS ONE Finally - after restarting, the icon issue is no longer present. NOTE - this does still reset your desktop environment. It WILL require you to re-setup your panels/wallpaper/etc, but it's worth it for the issue to go away.

Hm. Yeah changed to breeze dark (default theming for KDE), cleared cache, restarted - still there 😦

Yeah I got a feeling it’s nvidia, it does always seem to be lol Though, that said - usually when it is I can get many people with nvidia to confirm they’re getting the same too. As well, I’m not seeing it on my Deck with bazzite either (not that’s that’s nvidia, just a separate observation) I tried the breeze/breeze dark, but they still seem to have this issue - may be worth trying with the .cache clear tho

This does - it happens on both options on the lock screen (bottom left) plasma, and x11. My understanding is the plasma option is indeed Wayland

So after accounting for being an idiot, I was able to get :testing to load. However - I’m having some lag/cursor stuttering. Any idea what could be causing that?
