Scratch all this, you can actually simply ignore the "test" button in GAds conversion tag setup and instead click cancel and then done and it works fine (I think, waiting for conversions to come in.)

Thanks. Google push their CMP program very heavily in their emails about consent adoption. It's only a small line at the bottom of the emails which indicates that you can do it entirely without using their CMP partners, very easy to miss. Most people probably assume you have to use their CMP providers.
