162.159.192.0/24 162.159.193.0/24 162.159.195.0/24 these are usually the IP ranges used in warp as of what I have seen when warp connects. Use these command to set a custom endpoint 
warp-cli set-custom-endpoint 162.159.192.5:500
warp-cli set-custom-endpoint 162.159.192.5:500
warp-cli set-custom-endpoint 162.159.193.5:500
warp-cli set-custom-endpoint 162.159.193.5:500
warp-cli set-custom-endpoint 162.159.195.5:500
warp-cli set-custom-endpoint 162.159.195.5:500

WARP NOT CONNECTING
they could have blocked a certain IP range and port but there are other IP ranges which can also be used as warp endpoint.
