Nope zero trust is different thingy it help you connect to your infrastructure through cloudflare. You're trying to access sites that has been blocked by gov then zero trust isn't required

This message is being shown on one of the iOS users when using Facebook and he couldn't connect to any VPN provider even warp. He has mentioned that his internet is extremely slow and I'm assuming for that reason he is failing to connect to any VPN provider

The message “This network is blocking encrypted DNS traffic” can appear when your network or internet service provider (ISP) blocks encrypted DNS queries. This prevents your device from using DNS over HTTPS (DoH) or DNS over TLS (DoT), which are encrypted DNS protocols that help hide your browsing activity and prevent tracking. Without encrypted DNS, your ISP and others can see which websites you visit by monitoring your DNS queries, even if the web traffic is encrypted.
