I'm Russian and I use the йцукен layout like everybody else. Russian Phonetic (яверты) is the closest as you're gonna get, I'm not aware of an IME that can do translit for you

Why would you need Fcitx for the Russian layout? Use the standard йцукен one, enable it in KDE settings
