Game stuttering help.
For the past few months, My game has been stuttering alot heres a clip

its really difficult to play like this and its not my pc. its only with VALORANT, Things like this happen just randomly, also my game will randomly freeze when spotify switches a song and such
I have a 4090, low ping, tried reinstalling, nothings worked
