I had the same issue. If you are using a Clouflare tunnel to access it, don't use https for the target of the domain, Gramps seems to not expose it properly

Plex server cannot be used with default settings - Not authorized

In case someone else has the same issue, the problem isn't with the installation or the network, apparently Plex has blocked Hetzner IPs. So in case you plan on running an instance on Hetzner, look elsewhere. I personally moved to Jellyfin
