Change IP
There are no other options at all? Contacting Roskomnadzor will take a lot of time and effort. It is easier for me to choose another CDN. I live in Russia and here they block IP addresses and sites that use hec in droves. I very much doubt that I will emerge victorious from this fight with the Russian bureaucratic system.
