creating a new empty service railway cli

in a fresh directory i ran railway init then railway add --database postgre-sql now i want to create a service that will use the db but how can i do that with cli?

I'm creating railway deployment guide then a template for this https://github.com/joshstevens19/rindexer while developing that I find myself deploying frequently and needing a fresh database. Basically to make sure indexing and db sync is working
