Ah nvm if im not wrong Radeon doesnt support HAGS either way so that step is not needed for you.

You should also be able to just search for "graphics settings" to get to the right menu

For GPU scheduling Settings -> System -> Display -> Graphics -> change default graphics settings

For fullscreen optimization right click on the valorant icon -> Properties -> Compatibility

Can also just try resetting graphics drivers using win +ctrl + Shift + B

I did not find any help that was specifically adressing your issue but until someone smarter comes along it seems like people with somewhat similar issues have tried the following:
Make sure you really got the newest drivers
Disable full screen optimization in properties
Disable Hardware-Accelerated GPU Scheduling

Right-click on Valorant shortcut -> Compatibility -> Run this program as an administrator!
