Well, the biggest problem is PGSharp. I use rooted devices and don’t hit anything, only one account has a 7 day strike after using PGS

you also asked for devices so yeah, the safest way is rooted android.
3rd apk like ipogo, pgsharp and else are higher bann chances even without faking location. just because of playing in a modded apk
