Alright so I figured it out I think: it was Vesktop! I guess the special sauce in the screen sharing or whatever really messed with my performance

When I do get in a game, it shows I am running at a reasonable framerate (120-150), however it looks more like 75 fps or something

Also I'm not sure if this is relevant, but Apex Legends takes like 10 minutes to launch , it does the processing and compiling of shaders very very slowly
