Invite Team members to Manage R2
This was solved, I had to go to "All domains" and not a single domain and the options changed and let me give them R2 admin access.

Invite Team members to Manage R2
Under Operator, I choose "Include" and then the type is "A specific domain" and I choose the domain.
Under are the domain scoped rules, and I selected "Domain Administrator"

What I did was from the left side menu, go to "Manage Account -> Members" and here I can add a User.
