Freezing / Stuttering

I am having constant freezing/stuttering issues, I have done a clean boot, run the game in optimized full screen, updated graphics drivers, and updated win 11 and it still hasnt fixed yet. No ping or fps issues. video of issue: https://youtu.be/T7z1MwAGTsc
