Skip google from waf rule
That depends on what exactly you mean. What do you want to allow?
=> Google, the company? (Use an ASN bypass)
=> GoogleBot, the crawler? (ASN AND user agent)
=> GoogleBot "other", for their AI? (ASN AND user agent)
I would also look at the logs of requests in WAF, and see if there are patterns. Theres a good chance just a few ASNs or UAs are the source of your problems, as they were with me

Invoice for Deactivated Account
not sure, this doesn't really solve it in general, but...
read the invoice and see if there are any free features being charged. Go to your subscriptions in the cloudflare account, deactivate those, and it should stop?
