No it's simply not matching and ergo the dst port isn't being modifier.
I do have another such rule, a default catchall one (no criteria), which also remaps the dst port, and it works fine and is engaging for the requests not matching this new one.
I'm aware of rule precedence, and ensured the new, more specific rule, is evaluated before the default one.

Being DDoS with over 1billion requests (so far)... (Site released just yesterday)
The real solution is only relying on CF for volumetric L3/L4, ie., everything else is a host software responsibility.

DNS resolve depending on service.
Unfortunately for backwards compatibility reasons we need to maintain this simplistic behaviour, elsewise we could indeed just use srv records or something else in the non-HTTP software.
Spectrum would be overkill in this case, but thanks for pointing out that RFC; would indeed be nice to have in the future.

They're just proxying traffic, so yes, they'll absorb any DoS attack. Whether or not they're capable of doing that is another story (they don't mention it explicitly). DoS mitigation is expensive, and this seems to be a free service primarily, so I wouldn't expect much (other than booting you off if you attract too much attention in terms of attacks, which is the standard practice among hosting providers)

Are you sure your ISP outright denies port-forwarding? That seems rather odd, unless you're on a mobile network (and ie., probably CGNAT)

You would also need each client machine to be running the cf software. If it's just you and some friends that may be acceptable, although I doubt it would be generally.
