I ended up just doing multiple "sudo howdy add" and looking all directions.

Using a Logitech Brio. IR is working fine, I see it light up, and the test shows it working fine.

I've ran into a roadblock. I see the system isn't creating a folder for howdy in /lib64/security. So far, down the wiki trail, this is the stopping point I've hit.
sudo howdy test - works
sudo howdy add - works, gives verbose comfirmation it completed
at the login page, or in terminal doing a "sudo -i" it doesn't work.
