update: i was able to fix it by modifying
ExecStart /etc/systemd/system/cloudflared.service to sudo /usr/bin/cloudflared tunnel run5 replies

Detect ip of a city in a country
I don't exactly suggest trying to lock pages to city based on ip geolocation, as ip geolocation is not accurate enough to be consistent with identifying location

I only realized this now because I temporarily lost power, and the tunnel didn't auto-start when I regained power
