had some BSODs so my computer restarted which i suspect got rid of those random processes stopping you from uninstalling im guessing

hmm? once i uninstalled vanguard. opening valorant/riot client automatically reinstalled it, fixing the 0% issue

ah i just tried some alternative options (UAC, Firewall) but had no luck. I ended up having to exit and uninstall vanguard. Opening up valorant with no vanguard installed will automatically install it. Then i just had to restart and it was fixed.

Is uninstalling valorant neccessary? idm reinstalling vanguard but prefer not to reinstall the whole game
