The voltage of the RXD and TXD depends on the VCC pin, right?
I think the VCC pin is connected to USB 5V, so it will output 5V. This looks like CH340 chip, this board is missing the 3.3V regulator, The three square pad are solder jumpers, if you want to make the board 3.3V, cut the small trace between the first and second and short second and the third pad. Doing this USB will not power this board, you will have to connect 3.3V to VCC pin externally. Measure the voltages on the outputs first before connecting anything to it. Usually the RX for to TX and TX goes to RX. If it doesn't work, flip the wires.
