If its always consistent it might be your cable or port, If your pc has a wireless adapter, check if you get packet loss on it. If you do not have a wireless adapter, connect your mobile to your pc with a data cable / charging cable, In the charging notification, select usb tethering. That'll work as a wifi adapter.
