This Siemens thing is a porbe for chip level. It's to monitor and troubleshoot the custom silicon one develops. What they are offering in the UltraSoC package an IP block which can be linked to the user's system through external interfaces or also be included within the user's design itself. This essentially need not be fabricated to hard silicon on every chip rather for using while emulating on a FPGA or plug this as external debugger having UltraSoC IP in it. Fundamentally, digital twins are to predict what might be happening in the system when you can't see what's happening in real. Getting 'might be' to 'real' is through tuning the twin model based on actual data acquired at some point or intermediately but not essentially continuous monitoring.
